The development of Welleon included the assemblage of 10 parcels over three acquisitions, a 14-month rezoning and entitlement process, and a capital stack comprised of bank debt led by Premier Bank, a capital ground lease with the Port of Cleveland, a TIF structure through the City of Cleveland, a Residential Tax Abatement through the City of Cleveland, and subordinate financing from Cleveland Development Advisors.
